Charles E. Moore, Executive Director of the Wyoming Gaming Commission, was honored earlier this spring with the "2024 Len Foote Award" from the Association of Racing Commissioners International (ARCI).

The award was presented to Mr. Moore in recognition of exemplary service and contribution to racing integrity by a Commission Executive Director as chosen by his peers, at a ceremony during the ARCI Annual Meeting in Columbus, Ohio, on March 8, 2024. The award is named in honor of the late Len Foote, longtime Executive Director of the California Horse Racing Board, and is considered the highest honor bestowed on racing regulators in North America and the Caribbean.

Director Moore started his career in the early 1970s after acquiring his first trainer's license. In his later years, he performed duties as a Racing Secretary, Director of Racing, and Track Steward.

Moore has been the Director of the Wyoming Gaming Commission (formerly known as the Wyoming Pari-Mutuel Commission) since 2008. He has expertly navigated the complex path in regulating the gaming programs of Historic Horse Racing, Skill Based Amusement Games, and Online Sports Wagering, along with the Commission's extensive compliance program.
