La Gazzetta dello Sport says City tried for the Italy international before the start of the season, but were given short shrift.
Barella made it clear he didn't want to leave Inter, despite the Treble winners' interest.
The City move was driven by manager Pep Guardiola.
This season, Barella has played n 31 matches in all competitions, scoring 2 goals and making 5 assists.
